You can totally concentrate and gesticulate all you want in the [[Grey Expanse]]. It just doesn't get you anything, because there isn't a physical universe to affect. Teleportation spells explicitly don't work in the {{PRel|Astral Plane}}, except for bridging the distance to or from the [[Plane of Abiding]].
