'Uwresari' gems were never restricted to him, just no one else ever made much use of them. That said, overall we feel they've grown rather more common than we wanted and as such they're now considered an auction level material. This change was actually going to take place before HE last year but a replacement item for the gem box wasn't ready yet so it was decided to leave them available for an additional year. -Raesh
