The "burn him" message specifically is getting accused of Forbidden Practices. Everyone can get that (though NMUs would have to work at it).

It is possible for a Necromancer with ultra-high Social Outrage to get lynched out of hand by the NPCs, but if you're at that point you've gotten accused successfully no less than 3 times in short order, or have managed to acquire a ton of Social Outrage through other means (titles, Forbidden Practices warrants, a huge string of unsuccessful accusations, etc).
