Yes. The last few planets are so far out there (Much like our solar system) that the odds of being able to perceive them are almost insignificant. I don't believe Er'qutra is ever attainable by Perc Planets -- in Dev with 1750 Attunement and a capped AUS I can't sense it right now. Dawgolesh takes some extreme skill to sense too (Though it can be done).
