It is basically a fluke in how the experience system works, not really anything designed for that purpose, and because of this, it is also very situational and completely unreliable. Depending on your play style, it may or may not help some, none, or all of the time. In short, it does exist sometimes, under the right conditions. Frankly, given the accidental and unreliable nature of that "feature", I think we'd be more accurate saying it does not exist, but that MO situations can help prevent mind murk...sometimes.
