I think there's multiple misunderstandings going on, but all of them are understandable.

Necromancers as persecuted rather than as the big bad is an important one, which has been talked about recently and successfully articulated.

The other part of the picture that I've mentioned before is this idea that Necromancers drag down the moral rightness around them. I wasn't glib when I said the Hounds are not good people. Likewise, a PC that accuses a Necromancer is not displaying heroism; at best he is inciting a mob. This isn't Luke Skywalker versus Darth Vader, this is mobs ripping people apart and driving undesirables into the woods. It's meant to be nasty, ugly, and step closer to reality than normal.

If you want to be a hero against the big bad Necromancers, you're limiting yourself to behaving ethically toward them, which is not what ACCUSE NECRO is meant to reflect. But then, we should bear in mind that this is a setting where self-styled heroes will sometimes start their careers by stalking the middens and shooting poor people dead so they can practice locksmithing on their "boxies." Neither DragonRealms nor reality have many actual heroes.
