The penalty for shot confidence hunting in a rural area is fairly trivial. In an urban area it can certainly take out almost the entirety of your bonus but still leave you at normal ranks.

If you ignore Charisma, this is a peril. You're free to decide that it's not worth it, but dealing with confidence will be a struggle without high Charisma and to some extent Intelligence.
