This is not meant to be particularly confusing, though I can see how different emphasises over time can make it seem so.

Necromancers do not follow special policies when it comes to PvP, harassment, etc. Necromancers do have a higher burden of proof, but if we find someone is harassing you against policy the same penalties apply.
