The answer is an overwhelming "yes".

The magic experience system is based on actually utilizing your skills. Simply harnessing mana is a paltry task compared to weaving it into a spell, so the majority of your attunement learning will be from actually using the mana you've harnessed. It makes far more sense to have adventurers casting spells to learn how to use mana better than to have everybody walking around glowing brightly like a mana bomb ready to go off.
