This wandering NPC can be found in the Baby Spider area of the Hollow Eve festival spider. He first appeared at the Hollow Eve Festival 414 in 2014.

Ask Golyaem about Contest

For a fee of 5 gold dokora, Golyaem will register your character to participate in a festival-long contest. The contest consists of each character performing various tasks within and outside the festival.

Attendant Golyaem beams!  "Yes!  The contest!  I run the contest on behalf of the sponsors.  The premise is simple, really.  
We wish to encourage you to help others, and to provide additional rewards for doing so."

He continues, "To that end, when you register with us for a modest 5 gold fee, I will make a notation in my ledger of all 
tasks you have completed thus far.  You will then have until the end of the contest to complete as many additional tasks 
as you can.  We will award ten points for each type of task you complete, but only once per type.  Additionally, we will 
award a single additional point for every task completed."

He drones on, "For example.  If Imaar were to participate and he completed three delivery tasks and two skinning tasks, 
we would award him with twenty-five points.  That's ten points twice -- once for each type -- and five more for the total 
number of tasks he did during the competition.  Any work completed prior to the competition doesn't count, I'm afraid."

He concludes, "If you would like to participate, simply inquire about JOINing.  There are prizes, of course.  You *must* 
collect any prizes you have an interest in before I leave.  If you delay, the prize is forfeit."  He smiles pleasantly.

Attendant Golyaem says, "I just want to be clear that you understand how this works.  You will pay a 5 gold entry fee, which 
may or may not be refunded based on your participation.  When you enter, I will make a record of your already-completed tasks 
-- they are not to be counted in your contest tallies.  You then go out and do any tasks for anyone in any province.  You must
return and ASK me to UPDATE your scores.  My records will only include what you make me aware of.  If this all sounds ok, just
ask me to join again so I can confirm."

Ask him to JOIN a 2nd time and he will collect your 5 gold and confirm you are signed up.
