You'll need at least 190 foraging, 32 Wisdom, and a perfect Bonus.
The quest is given by Tomma, who mentions water sisters, aka Water Sprites. Head to Crossing and out the West gate to the Lake of Dreams. Walk around the area until you spot "some algae". STUDY it until you reach enlightenment.
The duration is relatively low and the RT for moving over water areas are about three times greater than making the swim on your own if you've trained enough swimming. Be mindful that members of your group can also be dragged away on the current while you are trying to cross a water area with this beseech.
