The free peoples of Forfedhar, having elected the Council to serve and protect their interests, freedoms, and rights, have raised the following concern and grievance. In due consideration, the Council has met and decided upon the issue listed below.

The Council of Forfedhdar, having met and voted on this day, has come to the following resolution.

Forfedhdar, being an independent Province, is guided by the following principles in all its actions:

1)That Forfedhdar is a Confederacy strengthened by its unique and individual parts;
2)That to secure the freedoms and liberties of its people, the Conclave was established to provide governance over the land;
3)That the Council has been established to serve the Conclave and the peoples of Forfedhdar;
4)That all the citizens, inhabitants, and visitors of Forfedhdar are subject to the laws of the Province;
5)And that at all times, commitment to these values must be upheld.

Provincial Laws are to be applied equally and without prejudice to race, vocation or belief. For so long as every citizen has right to vote for their representatives, and the system of laws remains fair, they shall be binding upon all who dwell within Forfedhdar.

Remembering the darkness into which the Iron Kingdom fell, the Provincial Laws will never infringe upon the free and due liberties of those who are in Forfedhdar. In accordance, justice must rise above baser impulses to conduct expediency in place of truth, or lay false accusation in the place of fact.

These statements being fact, the Council now advances and puts the following forth as a recommendation to the people of Forfedhdar and the Conclave, regarding the disposition of Inquisition into Forfedhdar.

The Necromantic Inquisition shall have access unto Forfedhdaran soil upon the following conditions:

1)The Inquisition and its Agents shall have no authority over the inhabitants of Forfedhdar except with the strict permission of the Council or Conclave;
2)Only known Necromancers, as listed and publicly posted by Council or Conclave shall be subject to threat by the Inquisition;
3)The Inquisition is allowed investigatory access to Forfedhdar, but must notify and consult with the Council before taking any action against those not listed as a known Necromancer;
4)In accordance with the Provincial Laws, at no time shall any person in Forfedhdar be subjected to torture or inhumane treatment of any form;
5)Apprehended Necromancers are to be allotted swift death for their crimes against the peoples of Kermoria;
6)At no time shall any person in Forfedhdar be removed from the Province in order to avoid these conditions;
7)Nor shall any person in general be removed from these lands by force or against their will;
8)Any violation of these conditions shall result in the Inquisitions immediate expulsion from Forfedhdar, and the perpetrators shall be subject to Laws of the Province.

The Free Province of Forfedhdar shall serve as a beacon of justice, freedom, and tolerance in these times, in order to inspire and provide strength to all peoples of Kermoria.
