			::The correct syntax is {{com\|lower}} {{tt\|ground [right/left]}}. Aside from a handful of very specific items which have unique mechanics with {{com\|lower}}, you will get the above message about an item being non-threatening if you try to use {{com\|lower}} {{tt\|<item>}} since that syntax is a fluff verb for weapons which ''are'' threatening enough to lower them in a show of backing off. This is all in the in-game help text for the {{com\|lower}} command as well as here on the wiki.
