			:So it turns out the reason I was missing the message is because it had never happened for me. Looks like the proc rate is about 10%.
			:And yeah, definitely something wonky with duration. One thing I noticed is that it can refresh itself instead of ending:

So the bonus is that it dramatically decreases the time needed to target a single target spell, occasionally.
