I've always been of the opinion that the PM requirements column in that table is redundant, since it is directly representative of the mana required to cast the spell for each level of unlock. Since this information is already included in the chart in its entirety, the PM requirement is pretty much just saying the same thing in a different way. Its just that no one has bothered to take the time to make the exact correlation between them while leveling up their PM skill. My vote would be to just remove the PM column and include a line in the notes about PM requirements to unlock all the forms.
