	I'm pretty sure F2P characters ''can'' mine (and see with the requisite skill) naturally spawning rare metal veins. They just do not enjoy the random rare metal drops that occur outside of those naturally spawning veins. I.e., mining a darkstone vein and getting a random drop of damite or kertig is something that paid subs can enjoy, while F2P cannot. -		I'm pretty sure F2P characters ''can'' mine (and see with the requisite skill) naturally spawning rare metal veins.
