The shark upgrade requires you to have your current shark in your right hand, and then you buy the broken shark from the inventor's room.

Dominating the center of this round room is a large circular pillar that runs from floor to ceiling. Built into the pillar on opposite sides are a pair of food and beverage stands. Disgruntled-looking Dwarves stomp back and forth behind the counters, serving their wares to the guests in line. Surrounding the eatery are several steel tables with matching chairs, each a vibrant shade of tangerine.
You also see a Gnome inventor and an overlarge crate with a broken clockwork shark on it.
