Firstly, you need a base amount of appraisal to trigger it. There's also a random factor added in, so you may need multiple appraises if you're in the wobbly zone. Assuming you have the skill, and you're a trader, then you'll always see the "The {item} is obviously a specially made item." line when it's NOT in your hands.<br />

When I get a chance, I'll take a look at the trader shops to see if they do something to block appraisals that would stop the above from happening.<br />
