It's not. The {{PRel|Power Perceive skill|PP}} bonus is weighted toward providing more benefit, faster, at the early ranks.

This is correct.

This is unrelated to anything to do with mana, but is also correct. The other {{PRel|planes}} in DragonRealms are less D&D staple "like Earth, but on fire" and more "freakish realms beyond mortal comprehension."
