I'm not aware that folks ever really used {{PRel|Naphtha|naphtha}} for at level hunting except for the occasional, "This might be fun". If you are trying to use it at level, you might have better results using splash + multi-strike spells. Or aiming both the naphtha and the ignition vehicle at a part that's easy to hit like the chest. The likelihood of hitting a shield hasn't changed with this update, though I have plans to let shields and weapons get ignited by naphtha once this part is done. 
 
More commonly, naphtha is being used to quickly destroy {{PRel|Boss System|boss level creatures}}, and as an 'I win' button for {{PRel|PvP}}. The mechanics for using naphtha, and the damages it does are based more for these purposes.

It depends on what body part is on fire. {{PRel|Fall command|FALL}} will flop you over in the water.
