1) It factors into the skill contest of using the spell in a way. Not a truly significant amount, but enough that large PM can theoretically be used to compensate for bad specific skills (not typically an issue, but, for example, my [[Necromaner]] relies on PM more than [[Debilitation]] for casting [[PV]] because I cannot be bothered to train Debilitation regularly).
