This is most likely the case. Mana does not have a direct effect on accuracy where MR is not involved. Where MR is involved, mana reduces the penalty rather than providing a bonus. Semantics? Possibly, but a very important distinction nonetheless.

That being said, when I get my fingers into the {{PRel|Targeted Magic skill|TM}} system rewrite a bit later this year the MR penalty to {{PRel|Category:Targeted Spells|TM spells}} will be capped at the 'un{{com|target|target}}ed' level instead of potentially reducing accuracy to zero (and below!).
