==Gathering of Minds==
The Covenant of the Tempered Scales was formed because of a misconception about current worshippers of the Great Dragon, that all Dragon Priests are violent and follow the way of the The Hag (Dzree). Some follow the way of the first of our kind, the path of Sh'kial, the peaceful way.
While they may still spill blood in the Great Wyrms name, it is either from animals or willing sacrifices, never forced upon sentient beings. It is considered a great honor if chosen to give ones blood, with empaths and clerics on hand for those sacrificed.
