<br>
The Outland Tribe is a group of warriors and patrons belonging to the Outcast Tribes, established after peace negoations and trade agreements were concluded with Therengia following the end of the Outcast War. The Outland Tribe, under the leadership of of its founder Wiseman Tiso, were charged with ensuring the continued presence of the Outcasts is observed.

It is important to note that while the Tribe itself has an elected leader and spokesman, said leader must be approved by Warrior King Raenilar of the Outcast Tribes. King Raenilar also controls the membership of the Outland Tribe, the current elected leader of the tribe is able to petition the king with a list of hopeful pledges but they must be approved by the King himself before any Outcast status is placed unto them.

With the retirement of Wiseman Tiso, a new Wiseman was approved by the King Raenilar to serve the members of the Outland Tribe. Wiseman Jappal was named and began to lead the tribe with Lomelinde serving as his captain. Without the guidance of the King, who withdrew into the deep desert, the Wiseman did his best to hold the Tribe together. Unsure of direction or goal, they settled themselves to personal tasks and withdrew from the public eye. Original members of the Outland Tribe, Alexii and Craetos were given permission by the King to leave this tribe and perform other duties for his council.

Recently, rumors have begun to spread of the return of Wiseman Jappal, and his heroic escape from being held captive and tortured at the hands of some unknown captors. Jappal has sworn to hunt down those responsible and bring them to Desert Justice. He has also begun rebuilding the Outland Tribe, seeking those lost in the wetlands, and wanting to find honor in strength.

Mark of the Outland Tribe
All members of the Outland Tribe carry this mark on them, some choose to hide it under clothing or in a pocket and others display it openly for all to see.
Not allot is known of Jappal before he took up primary residence in Riverhaven. But since his appearance, he is noted by most as a very friendly and considerate man. The one time apprentice of Lionsole. He is referred too by a couple of people as The Guardian. When I inquired about this, I was told Jappal took over the guarding of a rarely known location of someplace called the Vault of Artifacts. Akin to the Hall of Relics, but not open for public display. The Vault holds some the Lands most treasured Artifacts, such as Lanivals' Weapon, and the Staff of Stone, which is rumored to convert the energy of the Stones located near Riverhaven.

He joined the Order of Dragon Shield in the hopes of helping the Order to protect Riverhaven, and its citizens. It was not too long after his joining that he was voting onto the council of ODS. Where he served with honor and pride. Known in the Order as one that wanted peace and harmony, he pushed for the open acceptance of the guests, and treaties allies the Outcasts, within Theren. Though met with sometimes overwhelming opposition to his proposals for more open relations with the Outcasts, Jappal never backed down from helping Outcasts, be more involved in Theren activities.

After a dishonest and insulting display of rudeness to the Outcasts in Theren by some of Therens' Nobles, and by members of ODS, Jappal decided to leave ODS. It was not easy choice for him. As was told to me by a close friend of Jappal, that he was heartbroken. After his leaving Jappal traveled the World and studied in several locations, and absorbed new cultures, from Hib to the Islands. After his traveling Jappal felt a call to some friends he had made while in Theren, and decided to follow his heart.

Jappal joined the Outlander Outcasts, and has been a proud member ever since. He has resumed his novice helping projects and continues to assist any that needs a Moongate, or just plain help. Though now he does it with Outcast pride and honor.

Jappal was named King's Wiseman of the Outlander Tribe, when Tiso retired. Though some noted he is not as tactful as the previous Wiseman, he does work hard to promote the Outcast culture.

In the last part of year 397 to early 398 Jappal was taken hostage, interrogated, and tortured. Though he has no absolute proof of the identity of his captors. Jappal found a Immortal Rutilor card left behind, when he escaped from his imprisonment.

Vision
Darkness obscures your sight, blocking out all images save for that of a large spider web hanging before you, every fiber distinctive despite the innumerable amount used to complete it. With each passing heartbeat, countless strands vanish and appear throughout the complex mesh, constantly changing the appearance of the intricate patterns woven throughout, yet never compromising the overall shape.

A single thread draws your attention, the faint blue glow growing in intensity until it blocks the rest from sight. Watching closely, the line expands and twists until before you appears a moving river of people, their heads hung low in defeat and loss as they plod northward, their every step guarded by armed warriors who stand unmoved and emotionless as one by one the sick and dying collapse to the ground in exhaustion and death.

The glowing thread fades, drifting back into place within the great web hovering before you. Eventually the strand blinks out of existence, replaced by a thousand more, each one glowing faintly as it takes its place among the rest, adding its strength to the whole before it too fades away in its own passing of time. The web begins to spin clockwise, faster and faster until you can no longer make out any one particular strand, but one large glowing wheel of light rotating endlessly. The faded blue light surrounds you, pulling you deeper into its indigo luminescence till suddenly you are standing upon an endless sea of sand. There before you, spread out to form a completed circle, stands an almost endless gathering of warriors, each one bearing the standard of a different desert tribe. All eyes turn to face into the heart of the open desert where a single
figure approaches, the wind whipping the sand into a spinning cyclone of dust behind him.

Quietly the lone figure approaches, each proud step carrying him over the sand seemingly without effort, leaving no trace of his passage behind. The gathered cyclone of sand dissipates into a swirling wall of wind and dust, eventually encircling the circle's perimeter as he walks past the assembled multitude towards the heart of the gathering, seemingly ignorant of the gazes of wonder and curiosity of all those who stand around him. Turning towards each of the collected tribes, he hails their respective commander with a series of hand gestures and whispered words, some returning the greeting while others simply staring back with a look of incredulity. In response to those who appear scornful, he raises his hands high into the air and slowly begins to rise above the desert floor, ascending until all can see him clearly. With a wave of his hand all is silenced, save for a barely audible rumble that echoes softly in your head.

Calmly, clearly, the figure draws in a breath, closing his eyes in concentration for a moment before opening his mouth to speak. "My people. Centuries ago we were banished to this unholy, desolate land because our
ancestors fought for a belief that what was rightfully theirs, should remain so. For these beliefs, we were exiled and cast into the desert to die, our memories hidden in shame by those who knew their own desires were craven and full of the cowardly whispers of a foe whose greed sought to take what did not belong to them. But for all their attempts to silence and send our souls to the gods, our strength and will has granted us a chance to reclaim what was stolen. As I speak, our foes gather their numbers in the hopes that they can stop what was set in motion so long ago and once again try to push us back into the sands of the past, to leave the history of our lives to hidden tomes and scrolls of burned and unreadable parchment."

Gazing across the desert at the gathered masses, he slowly draws forth a weapon of unequaled design and strength, holding it proudly before him. Gazing up into the heavens his voice echoes in a tone that leaves no question of its intent. "I have traveled across these lands to fulfill the challenges laid forth by the gods themselves; to prove myself the one prophesied to lead our tribes out of this accursed land and reclaim our birthright. I bear upon my body the markings of each test just as you have all witnessed within the visions granted by the fates. I have stood within the halls of the tower that marks our lands and witnessed the fear of our return. And now, I stand before you all, to show that I am the one to bring all tribes together as one... A single heart that beats proudly and full of the strength and might that we have fought to retain; a heart that has harbored a single desire that no longer must we keep hidden."

Turning quietly, the figure gazes deep into your eyes. In a triumphant tone he speaks, his voice echoing across the desert and into the surrounding lands, "I am Raenilar, Warrior King of the tribes of Muspar'i, Outcasts of the province of Illithi. Where once our deaths marked the long road north that we were forced to walk into exile, now shall our journey be marked with the deaths of those willing to stand in the way of justice and revenge. Bear witness to all that is about to transpire, for this storm shall wash over your lands and leave nothing untouched."

Raenilar stretches forth his hand towards the vast desert behind him where thousands upon thousands of warriors stand, all proudly awaiting the order to complete a promise made generations ago. Slowly, he closes his fingers into a tightly clenched fist then thrusts it high into the air, releasing forth his battle cry that is quickly echoed by a wave cacophonous screams and cries of anger and retribution accompanied by the rhythmic beating of weapons upon shields. All along the horizon a cloud of spinning dust and wind quickly rises into the sky, blocking the intense desert sun from view. Still gazing into your eyes, a soft whisper falls from his lips filled with all the emotion centuries of injustice and strife can equal, "We...are coming home."

Appearance
You see Warrior King Raenilar Celendron, an Elf.<br/>
He has an angular face with elegant arched eyebrows, pointed ears, gold-flecked blue eyes and an aquiline nose. His golden brown hair is short and wavy with a prominent streak of silver towards the front, and is worn tied back. He has tanned skin and a lean build.<br/>
The right side of his neck bears a tattoo of a flame-wreathed roaring lion.<br/>
He is young for an Elf.<br/>
<br/>
He is wearing a kyanite gwethdesuan, a jadeite gwethdesuan, an intricately carved ebony longbow, a silverwood short bow with a yeehar hide grip, a deep black scabbard trimmed with gold inset bands, a white silk shirt with a high collar embroidered in gold, some black battle leathers emblazoned with a flame-wreathed lion, a black leather arm quiver with gold clasps, a gold and fire opal band, a belt of heavy gold links, a black leather hip pouch, a mammoth-hide waterskin decorated with an array of polished claws, some supple black leather pants and a pair of calf-high black leather boots.
<br>

Tattoo
At some point, the tattoo Raenilar bears changed. This was the appearance of the tattoo previously. The rumor is that when he was killed by "his god" it was changed to its current state.<br>

The right side of his neck bears a tattoo of a flame-wreathed roaring lion over a glass tower that tapers to a fine point. A swirling column of sand ascends from the base of the tower and a pair of scales, one bearing a sword and the other an olive laurel, are balanced precariously at its apex. A single bolt of blue lightning descends from a storm-grey cloud in the background.<br>

Weapon
The only one like it ever documented in the lands. This special blade was given to Raenilar upon his completetion of several tasks which he was presented with.

<br>
>Raenilar gets a damascened dueling iltesh with a curved guard in the form of a lion rampant from inside his black scabbard.
<br>
>Raenilar raises his iltesh, bringing his other hand around to grasp the hilt. With a practiced flip of his wrist, he separates the iltesh into a lion-guard dueling iltesh with a damascened blade and a finely wrought dueling iltesh with a catseye pommel.
<br>
>Raenilar brings the hilts of his weapons together, aligning the blades perfectly into one seamless whole. With a flourish, he slashes his dueling iltesh through the air.

PANKNIGHT94:

The Outcast Tribes were a group of Humans and Elves that claimed to have been cast out of Ilithi by a pact between Corik and Morganae. They had lived generations and grown strong in the Velaka Desert northwest of Therengia and in the year 375 AV they brought an army out of the deserts on a march back to Shard, led by King Raenilar. This attack and the following capture of Ilithi would last several years and be known as the Outcast War.

<br>
After an occupation of the city which lasted only a short time, the Outcast Tribes returned to their desert home with their King leading the way. With assistance from High King Talorc of the Gypsy clans, the Outcasts quietly traveled across the lands using secret routes guarded and maintained by the gypsies. It is important to note that not all of Raenilar's followers returned with him. Some chose to stay and attempt to keep the city of Shard, this effort was met with death at the hands of rebellious Illithian citizens.

<br>
At this time the Outcasts remain in their home having limited most of their contact with the outside people once again.

<br>
Symbol of the King
The Warrior King Raenilar bestows his mark on any whom serve him. Most having images of a flame-wreathed lion, the item to which the mark is placed differs depending on the person involved.

Raenilar: some black battle leathers emblazoned with a flame-wreathed lion

Koromas: a black leather baldric fastened with a silver buckle in the shape of a flame-wreathed lion

Mairdaen: a hooded robe of dun-colored cloth fastened at the throat with a copper clasp in the shape of a flame-wreathed lion

Yhaman: some fine Elven chainmail etched with a flame-wreathed lion

Jappal: a brushed silver cloak pin set with a tiny glass figure of a flame-wreathed lion filled with glittering sand
<br>

Artifacts
Few artifacts have been recovered from the time period which the Outcast Tribe's ancestors lived in the land that is now Shard. Only three have been made public.

a faded arzumos hide scroll. It is very old... something about a road or journey. The writing is not clearly in a language that is understood. The badly worn and faded, the tattered hide depicts a line of Elves being forcibly marched away from a small island upon which a new city is being built. Almost all are burdened with heavy packs, overloaded carts and small children. The scroll has on it writing that reads: "Yol Malcisen... Uskela'jama..."
<br>
<br>
a chipped ceramic bowl. Though quite faded, the center of the bowl is painted with what appears to be a small island village in the middle of a crystalline lake. Around the rim are various scenes depicting what appear to be Elves engaged in battle or a bloody sport of some type.
<br>
<br>
a rough stone tablet. A relief depicting small groups of what appear to be Elves surrounded by larger, armed groups of indeterminate race is carved on the stone's rough surface. In the background, a small island village burns.
<br>
<br>

Sealed in Water
Water to the Outcast Tribes is a sacred source of all life, thus its symbolic nature is nearly limitless. It is often used by two people as they enter a pact together. The pact is made to honor a deal or trade, in respect to their mutual benefit though the transaction. The two share a single vessel of water and after both have drank from it fully they are expected to be bound to their agreement.
<br>
Horsemasters
For many years now the Outcast Tribes have been working on developing their own breed of horse, the Zeharca. Deals with the trader Ishtvan has allowed many on the mainland to experience this breed and continued interest has made the business of horse breeding profitable for the tribes.

<br>

<br>
At this time the Outcasts remain in their home having limited most of their contact with the outside people once again.

<br>

Tiso: a brushed silver cloak pin set with a tiny glass figure of a flame-wreathed lion filled with glittering sand
<br>

<br>
<br>
a chipped ceramic bowl. Though quite faded, the center of the bowl is painted with what appears to be a small island village in the middle of a crystalline lake. Around the rim are various scenes depicting what appear to be Elves engaged in battle or a bloody sport of some type.
<br>
<br>
a rough stone tablet. A relief depicting small groups of what appear to be Elves surrounded by larger, armed groups of indeterminate race is carved on the stone's rough surface. In the background, a small island village burns.
<br>
<br>

<br>
Horsemasters
For many years now the Outcast Tribes have been working on developing their own breed of horse, the Zeharca. Deals with the trader Ishtvan has allowed many on the mainland to experience this breed and continued interest has made the business of horse breeding profitable for the tribes.
<br>

It is also a little known fact that he has no less then 3 wives. Which gives credence to his passionate nature.

You see Jappal Mic-irr of Elanthia, a Human.
Jappal has mismatched eyes, one crystal green and the other black. His red hair is very long and straight, and is worn tied back. He has smooth skin.
He has a tattoo of a shadowy black moongate rippling beside a messy red splotch on the ground on his forearm.
He is in good shape.

He is wearing an articulated gold bracer studded with cambrinth lightning bolts, a stone grey hide telescope case trimmed in pure white fur, a witch ball, a deep ebony lizard wristcuff inset with diamond eyes, a suit of silver-washed chainmail worked with an elaborate crest upon the chest, a blackened chain balaclava with lambskin lining the neck, a supple black leucro hide pack clasped with a gleaming silver fang, a grey bull sharkskin thigh bag with black leather drawstrings, a brushed silver cloak pin set with a tiny glass figure of a flame-wreathed lion filled with glittering sand, a copper ring, a mosaic cambrinth medallion depicting the image of Damaris's panther, an iron-spiked leather collar, a kyanite gwethdesuan, a jadeite gwethdesuan, a Gorbesh catapult basket, a deep blue hide sack, an embroidered black satin laulivas laufisana, an articulated blued-steel weapon harness with interlocking plates engraved with the form of a regal lion, some jagged rock crystal knuckleguards, an origami-paper envelope and some mail gloves.
History
----
Not allot is known of Jappal before he took up primary residence in Riverhaven.

After his traveling Jappal felt a call to some friends he had made while in Riverhaven, and decided to follow his heart.

Jappal joined the Outlander Outcasts, and has been a proud member ever since. He has resumed his novice helping projects and continues to assist any that needs a Moongate, or just plain help. Though now he does it with Outcast pride and honor.

It is also a little known fact that he has no less then 3 wives. Which gives credence to his passionate nature.
