Description:	The spell of Tezirah's Veil will blind your opponent with all the possible actions it, or those around it, can take, effectively making them slower, clumsier, and less quick to react. It is rumored that members of the Progeny have an easier time with this spell.
Example Messaging:	You summon the shadows and weave them into a veil about a fendryad's eyes, intensely blurring its vision.

Notes

Lowers the target's Reflex and Agility.
Only contests magic resistance and barrier spells. Slated for a rewrite.
Tezirites have an affinity for this spell giving them a minimum PREPARE of only 4.
Appears in the room LOOK as: <target> who appears blinded by a veil of shadows.
- Target LOOK is: A tightly-woven veil of shadows covers his/her face, obscuring his/her features.
