We never really settled on a general level of intelligence, though I always favored depictions of them being more animal than sapient. Life Magic, in general, doesn't scream for an association with sapience and higher thought the way Holy or Lunar does. Dragons are... kinda sorta. Life Dragons were explicitly written to be a possible tie in to Ranger stuff in the future, but don't need to be. Dragons are totally tied into a magical symbiosis with nature that both magical and industrial pollution screws with.
