I can't speak to why the policy was put in place as it predates me, but there's a few issues with making it GM discretion. One would be time, two is manpower and three is this "that GMs feel are worth support" which is going to end up leaving someone upset that their event wasn't "worthy". The stuff with Orders and Mentors is set up now, so that yes, a GM has to do initial set it up but largely we don't have to be present during the actual event, and the player in charge can call forth the announcement, food table, so on now that it has been set up.

This is part of the reason we'd like to have that more robust system that both Persida and I have mentioned for all player run events.
